Summary, etc. | Quelle place la société française réserve-t-elle aux personnes âgées atteintes de troubles mentaux ? La question court sur tout le 20e siècle. Cet article cherche à y répondre en centrant l’analyse sur les années 1950, moment où le sort de la population âgée devient un enjeu des politiques publiques de l’État providence à la française. À l’aide des outils de la microanalyse et de la sociologie de l’action publique, il interroge un arrangement institutionnel mené, en juillet 1956, au sein de la préfecture de la Seine : celle-ci favorise à partir de cette date le transfert de « vieillards » internés dans les hôpitaux psychiatriques du département vers la maison de retraite de Villers-Cotterêts. En étudiant la mise en place du dispositif, les discussions entre les institutions de soin et d’assistance, les effets de cette initiative sur les populations déplacées et l’ensemble des difficultés que soulève ce bricolage administratif pour les contemporains, cet article fait dialoguer l’histoire de l’action publique locale, de la psychiatrie et celle de la vieillesse. Il cherche ainsi à mieux comprendre les défis posés par la prise en charge d’une population jusqu’alors peu prise en compte par l’État social et rarement étudiée par les historiens. |

Summary, etc. | Challenges to the social State: Elderly people living with mental illnessThe question of how French society should treat its elderly who lives with mental illness has remained important throughout the 20th century. By focusing on the 1950s, when the fate of the elderly population first became a policy issue for the French welfare State, this article shall endeavor to shed new light on the subject. Thanks to microanalysis and a sociological approach to public policy instruments, this article shall examine one institutional arrangement established in July 1956 within the Seine prefecture. The arrangement encouraged the transfer of elderly patients interned in the prefecture’s psychiatric hospitals to a retirement home situated in Villers-Cotterêts. By studying how this arrangement was implemented, including the discussions amongst the care institutions involved, the impact of the initiative on transferred individuals and, more broadly, the logistical difficulties raised by this administrative workaround, this article establishes a dialogue between respective histories of public policy, psychiatry and elderliness. It thereby better describes the challenges of caring for a population which has long been neglected by the welfare State and which has moreover rarely been examined by historians. |
