| Summary, etc. | RésuméLancé par le président Ngô Ðình Diệm en 1963 afin de susciter des défections dans les rangs việt cộng, le programme chiêu hồi fut mis en œuvre par le gouvernement de la république du Vietnam tout en étant soutenu et encadré par les Américains. Les statistiques relatives aux résultats obtenus indiquent que plus de deux cent mille transfuges se rallièrent au régime de Saigon de 1963 à 1973, non sans que le programme soit objet de critiques et de controverses. Si cette politique d’incitation à la défection n’eut qu’un faible impact sur les cadres supérieurs việt cộng, les sources attestent les problèmes qu’elle posa au Front national de libération du Sud-Vietnam et au parti communiste durant le conflit en tant que partie intégrante de l’entreprise de pacification. |

| Summary, etc. | The chiêu hồi program was launched in 1963 by President Ngô Ðình Diệm to encourage defections within việt cộng ranks. Carried out by the government of the Republic of Vietnam, the chiêu hồi policy was supported and supervised by the Americans. The program generated remarkable statistics – more than two hundred thousand defectors from 1963 to 1973 – but also criticism and controversy. Although most defectors were of relatively low rank, evidence suggests that the program was problematic for the FNL and the communist party as this policy was part and parcel of pacification efforts in Vietnam during the Second Indochina War. |
