Summary, etc. | Signé le 1er août 1975, l’Acte final d’Helsinki se veut le prolongement multilatéral de la politique de détente à l’égard des pays du pacte de Varsovie inaugurée par le général de Gaulle au milieu des années 1960. Alors que dès 1954, les Soviétiques envisagent leur projet de conférence sur la sécurité européenne comme un moyen de distendre les liens entre les États-Unis et l’Europe occidentale et de consacrer le statu quo politique et territorial européen issu de la guerre froide, Georges Pompidou, lorsqu’il donne son accord à la tenue de la conférence en 1969-1970, entend en faire au contraire l’instrument du dépassement de l’ordre bipolaire européen. |

Summary, etc. | The Helsinki Accords, or the Triumph of General de Gaulle’s Pan-European IdeasSigned on August 1st, 1975, the Helsinki Final Act was presented as the multilateral outcome of the policy of détente towards the countries of the Warsaw Pact, which had been introduced by Charles de Gaulle in the mid-1960s. While the Soviets saw their proposed conference on European security as a way of weakening ties between the United States and Western Europe, and of preserving the European political and territorial status quo, Georges Pompidou, on the other hand, agreed to the conference but sought to use it as a means of overcoming the Cold War’s bipolar effects on Europe. |
