| Summary, etc. | La prise en charge des besoins spécifiques des personnes âgées en situation de perte d’autonomie représente une dépense estimée à environ 28 milliards d’euros en 2011, financée à hauteur de 21 milliards par des aides publiques dont la part dans le pib devrait s’accroître continument jusqu’en 2060. Cet effort finance principalement des établissements et services médico-sociaux, établissements d’hébergement et services d’aide et de soins à domicile. Les premiers ont vu leurs capacités tripler depuis les années 1960 et se sont modernisés et médicalisés pour mieux répondre aux besoins de soins d’une population de plus en plus âgée et dépendante. Les seconds se sont développés fortement pour accompagner la politique de maintien à domicile des personnes âgées. Toutes ces structures sont aujourd’hui confrontées à la même nécessité d’améliorer en permanence la qualité de leurs prestations pour mieux répondre aux besoins des personnes tout en maîtrisant leur reste à charge. |

| Summary, etc. | The specific needs of elderly people with dependency problems cost approximately 28 billion euros in 2011. This was partially financed by 21 billion from public funds, cost which will almost certainly increase continually until 20,160 as a part of gnp. These sums finance principally the establishments and services in residential and home care. Residential care has tripled its capacity since the nineteen sixties and has been modernized, offering more medical care in order to respond to the needs of a population that is older more and more dependent. Home care services have also developed considerably as part of the policy of maintenance at home. All these structures are now confronted with the same need to improve constantly the quality of their services in order to better respond to people’s needs while still keeping control over their own costs and expenditure. |
