| Summary, etc. | Cet article explore diverses politiques d’aide à domicile qui, tout en s’adressant à la même population des gens âgés dépendants, se mettent progressivement en place de manière non coordonnée dans les champs du handicap, de la vieillesse et de l’emploi, avec des objectifs et des logiques distincts, afin de proposer des dispositifs finalement concurrents jusqu’aux années 1990. Il étudie par ailleurs comment ces bénéficiaires, longtemps objectivés, s’emparent peu à peu des possibilités qui s’offrent à eux pour devenir progressivement acteurs de leur maintien à domicile, avec le soutien et les conseils de leurs proches. Cette contribution explique enfin pourquoi les pouvoirs publics français cloisonnent à partir de 1997, pour des raisons financières, cette population dans la catégorie des personnes âgées dépendantes après 60 ans, tout en leur imposant des prestations plus ou moins affectées dans une optique du cash for care. |

| Summary, etc. | This article explores the great variety of existing policies on home care. While they are aimed at the population of dependent elderly people, they are also being developed progressively in an uncoordinated way in the fields of handicap, ageing in general and work. Each of these policies had a separate objective and rational so offering procedures and frameworks that, up until the nineteen nineties, ended up by competing with each other. This article studies how service users progressively made use of the opportunities to become actors in their home care with help from their families. The author explains why the public authorities defined this category of the population in a restrictive way as “dependent elderly people older than 60”, while at the same time offering monetary help with a “cash for care” approach. |
