Summary, etc. | Alors que les années 1950 sont souvent perçues comme la période du consensus keynésien aux États-Unis, en particulier dans le nord-est libéral, une étude du débat politique new-yorkais montre que la fraude sociale s’impose, à cette époque, comme un enjeu important pour les élus locaux et devient une catégorie d’action publique. Fondé sur des textes de lois, des correspondances d’élus et des articles de presse, cet article s’intéresse à la construction de la fraude comme un problème politique à New York pendant les années 1950. Généralement associée au néolibéralisme des années 1970, la criminalisation de la pauvreté commence en réalité, à l’échelle locale, dès la fin de la Seconde Guerre mondiale. |

Summary, etc. | While the 1950s are often seen as a period of Keynesian consensus in the United States, especially in the liberal Northeast, a closer examination of New York City politics reveals that welfare fraud became a major political concern for local elected officials during that very decade. Based on a study of legislation, correspondence between elected officials, and newspaper articles, this article looks at the elaboration of welfare fraud as a political issue in postwar New York City. Although it has often been associated with the rise of neoliberalism in the 1970s, the criminalization of poverty was actually well under way at the local level during the postwar years. |
