| Summary, etc. | Jeunes détenus, neet ( Not in Education, Employment or Training, ni étudiant, ni employé, ni stagiaire), jeunes sortant de l’Aide sociale à l’enfance, jeunes sans domicile fixe : des catégories de populations que les politiques publiques peinent à atteindre. Depuis 2009, le Fonds d’expérimentation pour la jeunesse ( fej) accompagne des projets destinés à combler les manques des dispositifs de droit commun. Cet article s’articule autour des enseignements d’évaluations de quatre de ces projets. L’enjeu est de déterminer et d’analyser les facteurs de réussite de ces dispositifs : un travail inductif de construction des politiques publiques à partir des connaissances de terrain et des besoins des jeunes, des dispositifs centrés sur l’emploi ou l’allocation financière et qui ne négligent pas la nécessité de lever les potentiels freins administratifs, de santé et d’isolement. L’entrée dans un dispositif qui s’adapte à leurs besoins, et qui leur permet surtout de prendre le temps nécessaire, à un moment propice de leur trajectoire, semble être un levier permettant à ces jeunes que nous pouvons regrouper sous le vocable « vulnérables » de « s’en sortir ». |

| Summary, etc. | Young prisoners, neet, young out of Child Welfare, homeless youth: categories of populations that public policies are struggling to achieve. Since 2009, the Youth Experiment Fund ( fej) has been supporting projects aimed at filling the gaps in common law mechanisms. This article is based on lessons from the valuation of four of these projects. The challenge is to determine and analyze the success factors of these social measures. Construction of public policies is based upon inductive work from field knowledge and study of the needs of young people in relation to employment-focused devices or financial allocation. The need to lift the potential administrative, health and isolation barriers should not be neglected. These young people, that we can group under the term « vulnerable », enter a social scheme that adapts to their needs, and that allows them to take the time they need, at a favorable moment of their trajectory. This appears to be a lever allowing these young people to « stand on their own feet ». |
