Summary, etc. | Dans un contexte sociétal de déclin démographique et de stagnation économique, l’optimisation des dépenses dévolues à la santé et à la solidarité représente l’un des principaux enjeux actuels pour une puissance publique régulièrement mise en demeure de réduire son déficit. Par conséquent, la recherche d’efficience (d’évaluation et de benchmarking) constitue l’un des moteurs les plus puissants et les plus déterminants de l’évolution des politiques publiques en la matière.L’évolution des mœurs plaide également pour une meilleure prise en compte des droits des personnes bénéficiaires et de leur projet de vie ; des personnes qui souhaitent être davantage actrices de leur parcours et non plus dépendre entièrement d’institutions historiques. Bref, le défi à venir est de diminuer les coûts des opérateurs par tous les moyens en recherchant des solutions alternatives aux réponses actuelles qui s’avèrent trop dispendieuses et de plus en plus inadéquates.La contribution brosse le paysage des orientations publiques et leurs enjeux, aborde leurs conséquences sur les formes d’accompagnement et d’organisation qui sont en devenir au sein des opérateurs sociaux et médico-sociaux – des opérateurs désormais soumis comme les autres acteurs aux principes de performance et de concurrence. |

Summary, etc. | In a societal context of demographic decline and economic stagnation, the optimization of spending on health and solidarity represents one of the main current challenges for public authorities regularly called upon to reduce their deficit. Consequently, the search for efficiency (of evaluation and of benchmarking) is one of the most powerful and determining factors in the evolution of public policies in this area. The evolution of attitudes also argues for a better consideration of the rights of beneficiaries and their life project; people who wish to be more involved in their own lives and no longer depend entirely on institutions. In short, the challenge ahead is to reduce the costs of operators by all means by seeking alternative solutions to the current responses which are proving too costly and increasingly inadequate.This contribution outlines the landscape of public orientations and their stakes, addresses their consequences on evolving forms of support and organization within social and medico-social operators. Like other actors, these operators are now subject to the principles of performance and competition. |
