Summary, etc. | Les associations médico-sociales évoluent dans un contexte de concurrence régulée, lié aux réformes de l’État et accentué par les déséquilibres budgétaires. Ce régime les confronte à des injonctions ambivalentes : rivalité et coopération, partenariat public-privé et concurrence de nouveaux entrants actionnariaux. Au-delà du débat sur la marchandisation, le processus en jeu est la marchéisation de l’accès aux financements. Pour ces associations, l’adaptation stratégique n’est pas qu’une affaire de techniques gestionnaires. Elle est aussi un défi identitaire de légitimité pour leur gouvernance, leurs managers et leurs équipes. Selon leur taille, leur implantation et leur culture, les associations sont exposées à deux risques majeurs. Le premier est, pour certaines, leur disparition en tant qu’organisation autonome, par méconnaissance ou déni des changements déjà effectifs. Le second est, pour d’autres, le mimétisme managérialiste qui réduit leur vision de la performance à la seule satisfaction des financeurs publics ou, le cas échéant, privés. |

Summary, etc. | The French medical and social associations operate within a regulated competitive framework that is linked to the governmental reforms and is also enhanced by the national budgetary imbalance. As a result, these non-profit organizations are subjected to paradoxical requirements: rivalry and cooperation, public-private partnership and competition of new entrants like for-profit corporations. Beyond the debate on commodification and commercialization, the process at work relates to the marketization of the access to funding. But for these associations, switching towards such a strategic context is not only a matter of management techniques. It is also an identity and legitimacy challenge for their governance, their executives and their teams. Depending on their size, their geographical location and their culture, these organizations are doubly at risk. First, some of them are endangered autonomous entities through ignorance or denial of the well underway changes. Second threat for others, the managerialist mimicry reduces their understanding of the performance to the only satisfying their funding bodies, be they public or private. |
