| Summary, etc. | L’insertion par l’activité économique ( iae) est un secteur professionnel composé d’acteurs publics et privés, ayant pour finalité l’inclusion socio-économique par le travail et pour l’emploi. Le secteur a connu ces dernières années une évolution notable des politiques publiques dédiées. D’une part, des dispositifs de contractualisation incitative se sont affirmés en matière d’efficience d’insertion. D’autre part, le développement de quasi-marchés est censé consolider le modèle économique des structures opérationnelles de l’ iae, désormais considérées comme des entreprises sociales inclusives ( esi). Cette nouvelle régulation publique hybride, quasi hiérarchique et quasi marchande, a participé grandement à la formation d’un environnement concurrentiel. L’objet de notre contribution est de cerner les déterminants institutionnels des dynamiques concurrentielles et de se pencher sur les formes concurrentielles complexes. Il s’agit ainsi de mettre en exergue les concurrences internes au secteur ainsi que les concurrences entre esi et entreprises hors iae, avant de se centrer sur l’intensification concurrentielle et les partenariats concurrentiels. |

| Summary, etc. | “Integration by economic activity” is a professional sector of social intervention composed of public and private actors, with the aim of promoting socio-economic inclusion through work and by employment. In recent years, the public policy framework of this sector has undergone significant changes. On the one hand, incentive contractualization schemes have been established with regard to integration efficiency. On the other hand, the development of quasi-markets is encouraged so as to consolidate the economic model of the operational structures of the sector, now considered as work inclusive social enterprises ( wises). This new hybrid public regulation, on a quasi-hierarchical and quasi-market basis, has contributed greatly to the formation of a competitive environment. The purpose of our contribution is to identify the institutional determinants of competitive dynamics and to address complex competitive forms. The aim is to highlight internal competition in the sector and competition between wise and other enterprises outside the sector, before focusing on competitive intensification and competitive partnerships. |
