| Summary, etc. | Si la décentralisation a permis des évolutions positives pour l’ ase, cette politique publique reste fragile. Elle peine à se hisser à la hauteur des exigences de la loi et des enjeux territoriaux. Pour progresser réellement, il faudrait se décider enfin à s’intéresser concrètement à l’organisation et au fonctionnement des services d’ ase des départements. Dans leur grande majorité, organisations et modes de fonctionnement ne sont pas conçus pour permettre à l’ ase de répondre efficacement à sa mission. Le processus chronique de réorganisation des services sociaux constaté dans les collectivités réussit mal à préserver ou à consolider l’expertise et la capacité de pilotage qui sont nécessaires à l’ ase. Une conception révisée des métiers et des méthodes permettrait de concilier la prise en compte des réalités territoriales et les exigences d’une politique régalienne. |

| Summary, etc. | Although decentralization has led to positive developments for the Child Protection Service, this public policy remains fragile. It is struggling to meet the requirements of the law and challenges in the territories. In order to make real progress, we must now finally decide to take a practical interest in the organization and functioning of the Child Protection services in the départements. The vast majority of organizations and operating methods are not designed to enable these services to respond effectively to their mission. The chronic process of reorganization of social services in the communities has not succeeded in preserving or consolidating the expertise and steering capacity that Child Protection needs. A revised conception of professions and methods would make it possible to reconcile the consideration of territorial realities and the requirements of a regalian policy. |
