| Summary, etc. | La politique d’éducation prioritaire française est une des mesures prises en 1981 pour lutter contre les inégalités sociales, dans un contexte de décentralisation et de déconcentration accrue. Elle est alors aussi conçue comme un laboratoire pour transformer le système éducatif. Cette politique de discrimination positive singulière avait d’abord été imaginée en réponse à des situations pédagogiques extrêmes et circonscrites, avant d’être traduite en projet syndical puis politique. Entre 1981 et 2001, trois temps forts de rédaction de textes réglementaires apparaissent. Le choix prudent d’Alain Savary d’éviter tout débat parlementaire marque son pragmatisme et sa détermination à introduire une politique de différenciation. |

| Summary, etc. | Priority Education Policy: A Project Developed Outside the Political Realm (1981-2001)French priority education policy was one of the measures taken in 1981 to fight against social inequality amid a context of decentralisation and increased devolution. It was also designed as a laboratory for the transformation of the education system. This unique affirmative action policy was at first conceived in response to extreme and limited educational situations, before becoming a trade-union project and then a political project. Between 1981 and 2001, three important moments emerged with regard to the drafting of regulatory texts. Alain Savary’s careful decision to bypass parliamentary debate revealed his pragmatism and his determination to introduce a policy of differentiation. |
