| Summary, etc. | L’article s’intéresse à un épisode peu connu de la lutte contre le racisme, celle du gouvernement socialiste dans la première moitié des années 1980, alors que la Marche pour l’égalité et contre le racisme dénonce violences policières et discriminations. Des travaux sur la lutte contre les discriminations tendent à réduire l’action publique des années 1980 à une proclamation de principes désincarnés se contentant de dénoncer une « opinion publique raciste ». Ces travaux négligent la mobilisation du répertoire interculturel, la conception du racisme qu’elle véhicule et l’action publique qu’elle permet. L’article montre par contraste que le ciblage de l’opinion s’est dans ce cas accompagné d’une action censée agir sur la production d’inégalités dans l’accès aux droits. |

| Summary, etc. | Affecting public opinionThe article deals with the policy against racism led by the socialist government in the early 1980s in a context of a strong mobilization against police brutality and discriminations by the Marche pour l’égalité et contre le racisme. Studies on the emergence of antidiscrimination policies tend to reduce this policy to a proclamation of principles, where the blame was limited to a “racist public opinion”. These studies tend to underestimate the use of intercultural repertoire by civil servants. This article identifies both the conditions which favored this repertoire and the conception of racism it entails and its implementation. It demonstrates that this policy was not circumscribed to opinion-oriented discourses, and that actions against the production of unequal access to public services were undertaken. |
