| Summary, etc. | L’article analyse le « travail » de financiarisation portant sur les régulations du secteur de l’immobilier non résidentiel, où des acteurs mobilisant des capitaux, représentations et techniques de la finance de marché ont étendu leur présence depuis les années 1990. À partir d’une enquête sur la fabrique d’une politique environnementale de réduction de la consommation énergétique des bâtiments, nous montrons comment ces gestionnaires d’actifs et experts immobiliers coproduisent ces régulations avec l’appareil politico-administratif. Depuis des positions dominantes au sein des concertations, ces acteurs de l’immobilier financiarisé ont ainsi cherché à rendre les règles compatibles avec leurs pratiques d’accumulation. Malgré la mobilisation d’autres propriétaires qui ont porté des positions dissonantes, et à l’issue d’un rapport de pouvoir, ils sont parvenus à diffuser leurs données, représentations et techniques financiarisées auprès de l’appareil politico-administratif. |

| Summary, etc. | Co-Producing Environmental Regulation, Reproducing Financialised AccumulationThis article analyses the “labor” of financialisation in respect to the regulation of the commercial real estate industry, which has been transformed since the 1990s given the use by corporate investors of capital, representations and techniques from market finance. Based on research on environmental policy promoting energy efficiency in property in France, it shows how these investors, altogether with their associated experts, engage in joint regulation with policymakers. Thanks to their dominant position in the policymaking process, these actors from the financialised real estate industry have attempted to adjust the rules to make them compatible with their accumulation practices. Despite the fact that other building owners defended different positions, they eventually managed to circulate their financialised data, representations and techniques towards policymakers throughout power struggles. |
