Summary, etc. L’organisation par projets, qui a été pensée contre le modèle bureaucratique, est devenue un des modes d’organisation les plus légitimes dans les entreprises. En dégageant de manière inductive le mécanisme de régulation qui explique la trajectoire de deux projets aéronautiques, nous montrons que le projet constitue un mode de gouvernement économique du travail professionnel. Dans une visée de rentabilité, la hiérarchie gouverne le projet en ajustant sa tension – ressources engagées par rapport aux risques perçus – lors de crises dans le développement des systèmes sociotechniques. Ces interventions hiérarchiques portent tant sur le niveau de ressources du projet que sur l’insularisation vis-à-vis de son environnement. Notre hypothèse est que l’organisation par projets a été intégrée à l’ordre hiérarchique qui caractérise les grandes entreprises bureaucratiques.

Summary, etc. Governing Projects: When Project Organizations Face HierarchyProject organizations have been advocated as an anti-bureaucratic organization and have become a highly legitimate organizational model. By comparing inductively two aeronautics projects, we highlight a common mechanism of regulation that explains their divergent paths. This mechanism shows that project management is a way of governing professional work to achieve profitability. Managers control projects by adjusting their tension – handed resources compared to perceived risk – through crises during the development of sociotechnical systems. These hierarchical interventions impact on the level of resources of the project as well as its insulation towards its environment. Our hypothesis is that project organizations have been integrated into the hierarchical order specific to bureaucratic industrial firms.
