| Summary, etc. | Basé sur une enquête ethnographique et archivistique menée sur une commune d’Île-de-France, cet article s’intéresse aux liens entre deux domaines de l’action municipale envers des populations émigrées et d’enfants d’immigrés : la sécurité d’un quartier de grands ensembles et le développement des pays d’origine de certains de ses habitants. La rencontre de ces deux secteurs d’intervention, qui montre l’existence de connexions entre des politiques répressives et des politiques sociales, est restituée à travers l’analyse de la circulation des discours, des dispositifs et des réseaux d’acteurs qui leur sont respectivement associés. Ces deux secteurs ont procédé chacun à un traitement ethnicisé de certains problèmes – au sens où ceux-ci ont été appréhendés au prisme de l’origine géographique ou culturelle des populations du quartier – et se sont appuyés sur la mobilisation de membres de groupes minoritaires subsahariens comme partenaires des politiques publiques. Les liens que les émigrés entretiennent entre pairs, ainsi qu’avec leur pays d’origine, ont ainsi fait l’objet de différents usages institutionnels : la réalisation de « projets de développement » devenant peu à peu une occasion d’encourager un encadrement renouvelé de certains jeunes, identifiés comme des délinquants potentiels, par des émigrés hommes et adultes du quartier. Pour en rendre compte, l’article revient sur l’apparition des politiques de la ville et sur le renforcement d’un agenda sécuritaire. Il présente les transformations des politiques municipales de développement, en lien avec les changements des projets migratoires en provenance de la vallée du fleuve Sénégal depuis les années 1970, et il analyse la structuration interne des réseaux communautaires. |

| Summary, etc. | Based upon an ethnographic and archival study conducted in a municipality in the Île-de-France region (France), this paper examines the connections between two fields of municipal policy action towards emigrants and children of immigrants: the security of a district of this city and the development of some of its inhabitants’ native countries. The junction between the two fields, which suggests a link between “repressive” and “social” policies, is shown through the analysis of the discourses, devices and actors associated with them. Both ethnicised some issues, in so far as they were understood through the prism of the local populations’ geographical or cultural origin, and relied on the mobilisation of members of African minorities as partners to the municipalities. Sub-Saharan emigrants’ links with their peers and their native country have thus been used in various ways by the institutions: the implementation of “development project” increasingly materialised as a way to promote the renewed control of younger inhabitants, considered as potential delinquents, by male and adult emigrants from the district. To demonstrate this, the paper examines the emergence of urban policies in France, underlining a particularly securitarian approach. Lastly, it outlines the transformations of municipal policies targeting international development, linking them with changes in migration projects emanating from the Senegal River Valley since the 1970s, and analyses the internal structure of community networks. |
