| Summary, etc. | En étudiant plusieurs cas d’actions collectives territoriales du point de vue de la problématique des risques, cet article saisit la régulation comme le produit de dynamiques de coopération et de concurrence entre différents acteurs et institutions présents au niveau territorial. Deux types de configuration se dégagent : l’émergence, encore hypothétique, d’un gouvernement régional « néocorporatiste » de la formation, des compétences et du travail et, dans le cadre d’initiatives territoriales ; l’élaboration tâtonnante de gouvernances « collaboratives » de l’emploi, du travail et de la formation. Au face-à-face des salariés et des employeurs (ou de leurs représentants) se substituent des tours de table incluant administrations de l’État et des collectivités locales, élus, experts en ingénierie de projets, associations d’entreprises, etc. Ils visent à réunifier le traitement des divers risques auxquels peuvent être confrontés les salariés dans leur activité professionnelle. Dans le même temps, ces configurations d’acteurs cherchent à promouvoir le développement économique. |

| Summary, etc. | By studying at territorial level different domains of collective action in relation to the issue of risk, this paper analyses the regulation as the product of dynamics of cooperation and competition between different actors and institutions. Two types of configurations are identified : extending the regionalisation of the two last decades, the still hypothetical emergence of a regional “neo-corporatist” government of vocational training, skills and employment. Within the framework of territorial initiatives, the progressive construction of “collaborative” governance of employment, work and vocational training. The bargaining between unions and employers tends to be replaced by round tables including local departments of national government, territorial authorities, elected representatives, experts in project engineering, business associations and so on. An important common dimension aims to reunify the treatment of the various risks that may affect the work activity. Simultaneously, these forms of collective action are seeking to promote economic development. |
