| Summary, etc. | Cette contribution est organisée autour de trois thèmes, et cinq remarques. Les trois thèmes : (1) Il faut protéger l’emploi, pas les emplois.(2) Si une carrière normale de travail implique aujourd’hui des changements d’emploi, il faut aider les travailleurs à passer d’un emploi à un autre.(3) L’essentiel de la redistribution en faveur des revenus des salariés peu qualifiés doit être fait par l’impôt négatif, pas par le salaire minimum. Les cinq remarques :(1) Le diable se cache dans les détails. Il faut être réaliste quant à la manière dont les institutions que l’on met en place vont fonctionner.(2) Les institutions voyagent souvent mal.(3) Une structure basée sur un revenu minimum et un impôt négatif, risque de se révéler très coûteuse au cours du temps.(4) Nos discussions ont trop tendance à se concentrer sur les institutions formelles du marché du travail ; la qualité des relations du travail est plus importante.(5) Il est essentiel, pour les pays de la zone Euro, de mettre en place une instance de négociation des salaires, au niveau national, en conjonction avec la politique budgétaire. |

| Summary, etc. | This contribution is based on three themes and five remarks. The three themes: (1) What policy makers must focus on is employment, not existing jobs. (2) As most job careers now involve job changes, the system must focus on helping workers achieve these transitions . (3) The way to achieve redistribution at the low end of the wage distribution is to use a negative income tax, and rely on a minimum wage only as a floor. The five remarks: (1) The devil is in the details. Institutions never function the way they were intended, and one must take this into account at the start. (2) Institutions travel poorly from country to country. (3) A negative income tax may prove very costly over time. (4) Informal labor relations matter more than formal labor market institutions. (5) In the euro zone, macro policy at the national level, must rely on two levers, fiscal policy and wage adjustment through national wage negotiations. |
