| Summary, etc. | L’environnement macroéconomique dans lequel nous nous trouvons n’a plus rien à voir avec celui du Job Study publié en 1994 par l’OCDE. Les questions de l’emploi et du chômage ne se posent plus de la même façon. L’article liste un certain nombre d’évolutions importantes. En régime de basse inflation, une notion classique comme le NAIRU n’a plus la même pertinence pour étudier le chômage structurel. Dans le domaine des idées, on est passé de la « one best way » pour atteindre le plein-emploi à une vision selon laquelle il y a plusieurs voies possibles. L’analyse par âge du marché de l’emploi tient une place croissante dans le diagnostic que l’on peut faire de ses dysfonctionnements. Loin de se limiter au contrat de travail, l’explication du chômage des jeunes ou des seniors intègre de nombreux autres facteurs. Comparant les productivités françaises et américaines, l’auteur conclu que le sous-emploi sur le marché du travail français ne doit pas principalement à ses institutions. |

| Summary, etc. | The macroeconomical environment where we are today has nothing to do with Job Study published in 1994 by OECD. Employment and unemployment are not positioned in the same way. This issue lists some main evolutions. When inflation is low, a more classical notion as NAIRU is not as pertinent to explain unemployment. In the field of ideas, we went from the “one best way” to reach full employment to a conception in which there are various possible ways. At last, analysis in age groups of the employment market leads an increasing place in the diagnostic of its disfunctionning. Far to be limited to the labour contract, the explanation for junior and senior unemployment includes many other factors. Comparing productivity in France and USA, the author concludes that underemployment on the French labour market does not mainly result from its institutions. |
