Summary, etc. La nouvelle stratégie pour l’emploi de l’OCDE (2006) recommande d’étendre aux inactifs les mesures d’activation et d’incitation au travail destinées dans la Stratégie pour l’emploi de 1994 exclusivement aux chômeurs. Cet article analyse tout d’abord les dangers d’accroissement de la pauvreté que la logique de tri, inhérente à ces politiques, engendre si le diagnostic concernant les causes du chômage n’est pas adapté. Il s’interroge ensuite sur la pertinence des mesures d’incitations financières pour accroître les taux d’emploi en France, en se concentrant sur deux publics spécifiques : les allocataires du Revenu Minimum d’Insertion (RMI) ou du futur RSA et les mères d’enfants en bas âge.

Summary, etc. ‪In its new version, the OEDC Jobs Strategy (2006) recommends the extension of active labour market and making work pay policies for the inactive population, whereas these measures were exclusively designed for the unemployed in the 1994 OEDC Jobs Strategy. This article first examines the risk of adverse selection, and subsequently of increasing poverty, that these policies could generate if the underlying causes of unemployment are ill-defined. Second, it questions the relevance of financial incentives to increase the employment rate in France, by focusing on two particular target groups: beneficiaries of the French Income Support (Revenu Minimum d’Insertion) and mothers of young children. ‪
