Summary, etc. | Les caractéristiques du marché du travail tel qu’il avait été analysé par l’OCDE en 1994 ont connu des transformations radicales. L’Union européenne n’est plus la zone malade de l’OCDE. Contrairement à une opinion répandue, les états membres ont conduit depuis le milieu des années 1990 de multiples réformes de leurs marchés du travail, aboutissant à réduire l’envergure de la protection de l’emploi. Ces réformes produisent des régimes mitigés « 70/30 » qui ont été efficaces en matière d’élévation du taux d’emploi dans ces pays. Mais cette période de « lune de miel » n’est pas loin de son terme, dès lors que les entreprises ne sont plus incitées à constituer des « stocks régulateurs » de contrats flexibles pour s’adapter aux fluctuations de la production. Qui plus est, des marchés du travail duals enferment de nombreux travailleurs dans des emplois à faible investissement en capital humain et fortement exposés aux risques du marché du travail. |

Summary, etc. | There has been a sea change with respect to the labour market conditions discussed in the 1994 OECD Jobs Study. Europe is no longer the sick man of the OECD. Contrary to common wisdom, since the mid-1990s EU countries have carried out many reforms of their labour markets reducing the overall degree of employment protection. These reforms are creating two-tier regimes that have been successful in increasing employment rates in Europe. But this honeymoon is likely to be over soon as firms have no longer incentives to build up a “buffer stock” of flexible contracts to accommodate output fluctuations. Moreover, dual labour markets segregate many workers in jobs offering little incentives for human capital investment and highly exposed to labour market risk. |
