| Summary, etc. | La mise en place depuis 2006 du suivi mensuel personnalisé à l’ANPE s’inscrit dans le cadre plus général de la modernisation des services publics par l’usager. Ce nouveau dispositif de personnalisation du service est l’une des traductions opérationnelles des transformations du service public de l’emploi initiée par la loi de Cohésion sociale de 2005, avec la remise en cause du monopole de l’ANPE sur la mission de placement et l’introduction d’une logique d’activation des chômeurs. S’appuyant sur une enquête de terrain, qui a combiné des entretiens avec des conseillers et des observations directes de rendez-vous avec les chômeurs, l’article s’attache dans un premier temps à analyser ce dispositif de rationalisation de l’activité des conseillers à l’emploi, à travers des phénomènes d’accélération des processus (diminution des temps d’entretien, augmentation de la sous-traitance), d’intensification de la charge de travail et de valorisation accrue des indicateurs statistiques, ainsi que l’évolution du cadre législatif vers un durcissement du contrôle de la recherche d’emploi. Dans un second temps, nous tentons de repérer les pratiques locales de contrôle et de tri qui en découlent selon des logiques d’action distinctes. |

| Summary, etc. | The implementation since 2006 of the Monthly Personalized Follow-up to the French Employment Agency is one of the operational translations of the transformations in the public employment service, introduced by the law for Social Cohesion in 2005. This law deleted the monopoly of the Employment Agency on the mission of investment and introduced logic of activation of the unemployed persons. Based on a survey which combined interviews with consellors and direct observations of meeting with the unemployed persons, the article first analyze this rationalization of the activity of the counsellors, through phenomena of acceleration of the processes (decrease of length of interviews, increase of the subcontracting), intensification of the workload, greater valuation of the statistical indicators, as well as the evolution of the legal framework towards a hardening of the control of the job search. Secondly, the author tries to find the local practices of control which ensue from it according to different logics of action. |
