| Summary, etc. | Afin de simuler les effets d’une réforme permettant, selon eux, d’optimiser la « dépense sociale », les auteurs utilisent une maquette chiffrée construite pour évaluer ex ante le dispositif « Girardin », un dispositif de réduction des cotisations sociales employeurs en vigueur dans les départements d’outre-mer français de 2003 à 2009. Ils recherchent un nouveau barème d’allègements, à coût budgétaire ex ante inchangé, qui permet de maximiser l’effet total sur l’emploi sans pénaliser les hausses de salaires. Leur proposition consiste à redéployer l’aide en direction du travail peu qualifié et des secteurs les plus exposés à la concurrence internationale. Cette proposition s’écarte assez sensiblement de la réforme qui s’est appliquée en 2009. Le chiffrage de ces effets conduit à une hausse de l’emploi de plus de 2 %. |

They are seeking a new schedule of labor cost cuts within a constant ex ante budget, which maximizes the total effect on employment without penalizing wage increases. Their proposal is to reallocate aid towards the unskilled workers and the sectors most exposed to international competition. This proposal deviates quite substantially from the French reform which was implemented in 2009. Their computation leads to a rise in employment of more than 2 %. |
