Summary, etc. | Au contraire de leurs homologues de l’État, les trajectoires des agents des collectivités territoriales ont longtemps été marquées par la stabilité, plutôt que par la mobilité spatiale. Cet article revient sur ce modèle de recrutement et de carrière au local et analyse sa remise en cause contemporaine, au moyen d’une analyse quantitative et qualitative de dossiers du personnel d’une petite ville. La montée en puissance de la mobilité géographique est concomitante de la raréfaction de la mobilité sociale en cours de vie active. Toutefois, la majorité des agents publics de cette ville demeurent ancrés localement. Pour comprendre la percée limitée de cette mise en mobilité des carrières professionnelles, l’article repère ses coûts et bénéfices inégaux selon des facteurs générationnels, sociaux et genrés. |

Summary, etc. | Unlike national civil servants, who are known as frequent movers, the history of the local civil service has demonstrated that local employees often have strong links with the territory where they work. This sociological approach assesses the accurateness of this analysis to describe the current local public employment. As it uses quantitative and qualitative data gathered in a French town, it shows that space mobility has been increasing whereas social mobility has been decreasing since the 1970s and 1980s. Indeed, the former is a growing requirement to the latter. This overall trend is scrutinised through social, gendered and generational patterns that differentiate public servants. Eventually, one should be convinced by the interest of career analysis to understand the managerial trend of public policies. |
