Summary, etc. | En Italie, la régulation des restructurations d’entreprises est définie par un cadre réglementaire fixant les modalités de sa gestion. Le système normatif prévoit notamment la possibilité de recourir au chômage partiel afin de gérer des mutations conjoncturelles ou structurelles. Ce dispositif est alors l’instrument direct et indirect de négociation de l’emploi. L’article propose une analyse des stratégies d’utilisation du chômage partiel mises en œuvre par les syndicats au niveau de l’entreprise. À partir de deux monographies d’établissements du secteur de l’électroménager, l’article interroge les registres d’action et de justification mobilisés par les acteurs sur le rôle à attribuer au chômage partiel, ainsi que les conséquences individuelles pour les salariés. Selon que l’acteur syndical utilise le dispositif pour privilégier les sorties du marché du travail ou les sorties sur le marché du travail afin de contester, retarder ou limiter les licenciements, le chômage partiel produit des effets que l’on peut qualifier de « sas » ou « d’amortisseur ». |

Summary, etc. | ?In Italy, the regulation system of company restructuring is defined by a legal framework determining its application. The Italian normative system gives the possibility of using partial unemployment in order to manage cyclical or structural changes. This measure thus becomes the direct and indirect instrument for collective bargaining on employment. The article offers an analysis of unions’ strategies from this point of view. Using two case studies on companies belonging to the household appliance sector, it highlights the role given to partial unemployment by the actors, considering more particularly their means of action and how they justify its use. Depending on whether it is used as a tool to secure employment or as a means for external mobility, in order to contest, delay or limit lay-offs, a “buffer” or “airlock” effect can emerge from unions’ practices.? |
