| Summary, etc. | Pour des raisons technologiques, mais surtout politiques, nous pouvons penser aujourd’hui comme inéluctable la dissémination de l’armement nucléaire avec la multiplication des États dits « du seuil ». D’une part, les barrières technologiques s’effacent progressivement avec la société de la connaissance et la globalisation des savoirs. D’autre part, l’accession au statut de puissance du seuil se révèle aujourd’hui être la clef de voûte de la liberté d’action, un outil de contre-dissuasion ou de chantage selon le camp auquel vous appartenez, à l’instar des cas iraniens et nord-coréen. Pour les proliférant, il s’agira dorénavant de faire valoir un programme nucléaire embryonnaire, mais bel et bien dissuasif ou même menaçant, grâce à la nouvelle donne technologique, qui réduit les délais d’achèvement et permet même de faire l’impasse sur l’essai nucléaire final. |

| Summary, etc. | For technological reasons, but more importantly political ones, the spread of nuclear weapons is foreseen as inevitable especially with the multiplication of so-called “threshold states”. On the one hand, technological barriers will gradually disappear with globalization and information sharing in our societies. Furthermore, becoming a threshold power appears today as key to get freedom of action, a tool of counter-deterrence or blackmail according to the camp you belong to, like in the Iranian and north Korean cases. For proliferant countries, it will now consist in an enforcement of an embryonic, even though rather deterrent or even threatening, nuclear program thanks to new technologies, reducing completion times and even allowing to skip the final nuclear test. |
