Summary, etc. | Le service public de l’emploi s’est engagé depuis la fin des années 1990 vers un processus de dématérialisation de ses services qui s’est soldé en 2016 par une politique du tout numérique offrant aux usagers un accompagnement 100 % web. Ce choix politique pose la question de l’accessibilité à ces services et de l’accompagnement des publics qui ont un rapport éloigné aux technologies numériques. À partir d’une enquête quantitative sur les bénéfices que les individus retirent de leurs usages numériques et d’une recherche qualitative sur les perceptions des usagers des services en ligne dématérialisés, cette contribution propose d’analyser les contraintes auxquelles ces individus font face et les ressources qu’ils mobilisent pour les contourner. Les résultats soulignent l’importance des relations sociales qui, par leurs dimensions affectives, d’accompagnement et de solidarité, permettent aux personnes d’exercer leur pouvoir d’agir. |

Summary, etc. | Since the end of the 1990s, the public employment service has been committed to a process of dematerialization of its services, which ended in 2016 with an all-digital policy offering users 100 % web support. This political choice raises the question of accessibility to these services and support for audiences that are distant from digital technologies. Based on a quantitative survey on the benefits that people gain from their digital uses and a qualitative research on the perceptions that users have for the digital online services, this article proposes an analysis of the constraints faced by these individuals and the resources they use to overcome them. It shows the importance of social relationships which, through their emotional, support and solidarity dimensions, enable people to strengthen their empowerment. |
