L’arrière-pays du port de Tanger-Med subit une transformation brutale, les populations réagissent en se saisissant des structures d’opportunité politique que leur octroie la réforme en cours de l’appareil d’État marocain. Ces structures hybrides issues d’un mouvement de décentralisation inabouti révèlent de nombreux dysfonctionnements qui bloquent les mobilisations sociales. Ce jeu institutionnel intervient dans un climat de renouveau de la gouvernance locale encore fortement marqué par la tutelle d’un État centralisateur. D’une part, les intérêts du projet portuaire priment sur les intérêts locaux mais surtout, la transformation de l’appareil d’État, notamment à travers son réétalonnage à l’échelle locale, porte de nombreuses contradictions favorables à une pratique descendante du pouvoir.

Social Movements and Immobility in the Hinterland of Tangier-MedSocial mobilisations are becoming increasingly frequent in the hinterland of the new Tangier-Med, port as a reaction to the abrupt transformation of the area. Local people are making use of new politically expedient structures provided by the reform of the State. As a consequence of their hybrid nature, these structures are malfunctioning and hindering social mobilisations. Local voices are weakened because of the strategic interest of the project, but most of all, because of the duality of the new rescaled State, which only functions in a top-down dynamic.
