RESUME L’élection au Brésil, le 27 octobre 2002, d’un président de la République atypique, Luiz Inacio Lula da Silva, dit « Lula », avait suscité beaucoup d’interrogations concernant les orientations de sa politique intérieure comme extérieure. Un an et demi après sa prise de fonctions, la place du Brésil dans la société internationale a profondément évolué. Si la politique étrangère actuelle du Brésil n’a pas opéré de réelle rupture avec les politiques suivies auparavant, le sentiment général, au Brésil comme à l’étranger, est pourtant celui d’une politique qui s’en différencie. L’examen des propos, décisions et initiatives des autorités brésiliennes depuis l’arrivée au pouvoir de « Lula » permet d’émettre une hypothèse explicative, selon laquelle le nouveau président brésilien aurait initié une diplomatie en mouvement, coopérative et offensive, combinant habilement hard power et soft power.

SUMMARY Brazil : A New International Power ? The election of an atypical president in Brazil on October 27th, 2002, Luiz Inacio Lula da Silva, called « Lula », has aroused many questions concerning the orientations of his domestic and foreign policy. A year and a half after he took office, Brazil’s place in the international society has profoundly evolved. If Brazil’s current foreign policy has not operated any breakdown, the general feeling, in Brazil and abroad, is that this policy is different. The analysis of discourses, decisions and initiatives of Brazilian authorities since « Lula » came to power allows to put forward the explanatory hypothesis according to which the new Brazilian president would have initiated an active diplomacy, cooperative and offensive, combining skilfully hard and soft power.
