The institutionalization of local climate policy, between sectorization and desectorization

The territorialization of climate action calls for a rethinking of the methods of administration of public action towards a transversal approach to the issues. By analyzing successive changes in the administration of the climate within the French local authority of Pau Béarn Pyrénées agglomeration, the article questions the actual institutionalization of local climate policies. The analysis reveals that, although local actors are seeking to modify the sectoral dynamics at work, this is not enough to transform a sectorized administration model that remains structuring at the scale of a local authority. This context reveals the fragility of the institutionalization of a climate policy in which neither cross-cutting practices nor the climate issue has become a structuring factor in local public action. Ultimately, this reflects the low influence of the climate issue within the organization studied, despite it having been ostensibly taken on as a public problem.
