On 24 September 1952, Paul Ribeyre, Minister of Public Health and Population, launched a European Health Community project, soon to be known as the White Pool. This incursion by the Minister of Public Health into the field of international relations raised questions about the mechanisms of coordination between the multiple stakeholders in French external health action, at work since the end of the 1940s between the new multilateralisms and European moments.
