Qu’une culture publique partagée et une mémoire historique commune recoupent la communauté légale de l’Union afin qu’advienne une communauté politique ; que le pouvoir délibératif s’exerce à travers un Système des parlements nationaux reliés entre eux et au Parlement européen ; que parallèlement à sa représentation politique l’Union favorise une représentation parlementaire des intérêts socio-économiques et culturels ; que son espace public soit discipliné par une Charte européenne de l’audiovisuel précisant des missions de responsabilité des médias ; que soit reconnu un droit inconditionnel au revenu de base pour tous ses citoyens majeurs – telles sont les propositions présentées et commentées.

Ten Theses on the Issue of the European StateThis article presents and comments on the following proposals : that a shared public culture and common historical memory be matched up with the legal community of the Union so as to allow the advent of a political community ; that a deliberative power be exercised through a system of national parliaments linked to each other and to the European Parliament ; that the Union favour a parliamentary representation of socio-economic and cultural interests alongside its political representation ; that its public space be governed by an Audiovisual European Charter stating the missions and responsibilities of the media ; that an unconditional right to a minimum income be recognised for all adult citizens.
