Simons’ work offers an original framework for managing the tension between strategy and control. This framework has attracted criticism and prompted further work on the subject. By adopting an approach focused on middle managers, this study aims to characterize the interactive horizontal control that has been insufficiently specified in previous research. After a literature review, which is used to develop an analysis grid, this article presents the results of the intervention research carried out with a third-party logistics provider, using a new tool for measuring performance. The study of managers’ and engineers’ use of this tool, as well as of pre-existing control tools, enables the authors to identify interactive horizontal control characteristics of warehousing activities, as well as differences between the platforms of third-party logistics providers.
