Drawing on the ambivalent way in which the delinquent minor is viewed, this paper will show how, depending on the period, the focus has either been on prevention and education or – because the delinquent is perceived more as a danger to society – exclusion and confinement, a matter that continuously revolves around the issues of “open” or “closed” institutions.
