The Erasmus program is considered as the most notable achievement of European social policy. The students exchanges in Europe would facilitate the agreement of systems and mutual recognition of European diplomas. Based on a longitudinal survey by case study in three European countries, this paper analyses the direction of institutionalised student mobility flows and the links with the new migratory movements of young graduates in Europe. It describes the beginnings of a competitive Higher education construction in the European area
