“Creative industries” and “creative economy”: From the design of operating notions to local action

How are the concepts of “creative industry” and “creative economy” becoming part of local public policies? In order to demonstrate this idea, we first analyze a number of reports produced by international bodies and carry out direct observation of particular events bringing together experts and local decision-makers. We then study the roll-out of local policies in favor of cultural and creative industries, and the opportunistic strategies of the main stakeholders involved in joint action. Intermediary experts in charge of “clusters” favor the interests of business partners, while city officials seize this opportunity to develop their communication policies.
