En créant un appel d’air vers un nouvel élargissement de l’Union européenne, la guerre d’Ukraine est venue perturber un processus mis en place voilà plus de vingt ans, au terme des conflits ayant marqué l’éclatement de la Yougoslavie. Mais, en relançant une dynamique qui s’essoufflait pour les six États des Balkans occidentaux, elle invite aussi à rendre plus palpables les bénéfices qu’ils peuvent tirer d’un rapprochement puis d’une adhésion à l’Union et à ne négliger aucun incitatif. L’enjeu dépasse désormais la gestion prudente d’un espace mitoyen de l’Union considéré comme livré à la corruption et aux trafics : les ambitions de la Russie y restent vivaces et plus que jamais stimulées par celles de la Turquie et de la Chine.

By creating impetus for further enlargement of the European Union, the war in Ukraine is disrupting a process put in place more than 20 years ago, following the conflicts that marked the break-up of Yugoslavia. However, this revival of a process that had run out of steam, for the benefit of six Western Balkan states, invites them to make more tangible the benefits of rapprochement, followed by accession, to the European Union – and to make sure that no incentive is overlooked. What is at stake now goes beyond the careful management of an area bordering the Union that is considered rife with corruption and trafficking. Not only are Russia’s ambitions still very much alive – they are also being fuelled by those of Türkiye and China more than ever before.
