The Role of University Laboratory Consortia in Developing Innovation Ecosystems to Support the Ecological Transition: A Case Study of the CPER ECRIN in Hauts-de-France

University-based research consortia are emerging as strategic levers to pool resources, foster interdisciplinary collaboration, and strengthen linkages with industry and society. This paper examines the case of CPER ECRIN (2021–2027), a regional initiative bringing together 26 laboratories in Hauts-de-France to address the challenges of ecological transition. A survey of participating laboratories highlights both strong alignment with regional priorities and an existing, though fragmented, culture of research valorization. ECRIN is perceived as a catalyst, notably through its partnership-oriented calls for projects (AAP2), which foster collaboration and enhance external visibility. Yet several barriers persist, including limited human resources, insufficient intermediation with firms, and uneven engagement across laboratories. The paper concludes by outlining recommendations to consolidate ECRIN into a regional research and innovation ecosystem embedded in long-term transition pathways.
