The index of legal certainty, or how to promote civil law through an indicator

The article intends to describe its genesis, unveil the actors’ strategy, critically detail the way it is built and characterize the conception of legal certainty produced by the indicator. The article shows that the indicator does not measure legal certainty as such; rather, from the perspective of a foreign investor, it evaluates the presence of legal conditions deemed necessary for the safe and successful conduct of economic relations in a given legal order.
