Since independence, the Baltic states (Estonia, Latvia, Lithuania) have warned Europe of the Russian threat. Their geographic vulnerability, combined with hybrid attacks and the war in Ukraine, confirms the persistence of this risk. Long focused on NATO and wary of the European Union, they have significantly reinforced national defenses (restored conscription, major investments) while hosting rotating allied troops. At the same time, the EU has become a pillar of resilience, funding transport infrastructures, border security, energy, and cyber capacities, while elevating Baltic leaders to key posts. Today, Tallinn, Riga, and Vilnius support a larger EU budget and advocate stronger NATO-EU complementarity. Their guiding principle is clear: use all available tools, defend Europe through Europe, and test the strength of institutions against Moscow.
