RésuméLa réorientation de la politique étrangère de George W. Bush sous l’effet des attentats de 2001 a conduit à une très nette détérioration du «  soft power » américain. Un réalisme traditionnel a cédé à un idéalisme wilsonien qui est peu adapté aux formes plus diffuses de la puissance qu’exige le monde actuel. La trop grande confiance de l’administration dans le pouvoir militaire et son orgueil ont rendu plus difficile aujourd’hui la lutte contre le terrorisme.

American Power and the Struggle against TerrorismThe shift from a traditional realist foreign policy to a Wilsonian idealist one in the aftermath of 9/11 has brought about a significant deterioration of America’s “soft power”. Power is the ability to influence others toward a desired outcome, not a fixed absolute granted by certain resources. A one-dimensional thinking that concentrates only on American military capacity is detrimental to the struggle against transnational terrorism.
