The current forms of caring for the homeless in the city of Sao Paulo, through joint state and organized civil society cooperation, are explained by the tension between a public policy embedded in universal principles and a social aid programme dealing with emergencies. The research focuses on the experience of homelessness as an extreme situation of political invisibility, and calls into question the Brazilian experience and its multiple meanings.
