Convergence, Transfers, and Translation

Our introduction to this special issue connects two approaches to public policy transnationalization: research on policy transfer and diffusion and research on the notion of convergence. It argues for a comparative approach, which we label a “transnational comparison.” Our approach does not separate different levels of government, focusing on interaction between various actors in order to understand the translation process, understood as a cognitive process re-creating a model and resulting from negotiations among different policy actors.
