The paper explores new forms of urban governance through a study of the role of the state, neighbourhoods, communities and citizens in UK crime and anti-social behaviour policies, outlining the increasing role of visible state intervention, alongside attempts to devolve power and responsibility to local residents. The paper concludes by assessing how these empowerment strategies have reconfigured the relationship between the state and local governance structures and identifies some of the outcomes of these policies for urban governance in the UK.
