The 1917 law introduced services under the auspices of the veterans' movement. These veterans thus became secretaries of the various bureaus or were elected into the consultative body after the war. The strength of the movement was such that the war orphans adopted by the State formed an autonomous movement with their own publications in which they presented their foremost claims. The movement also participated in a number of public events, such as the remembrance ceremony for the Unknown Soldier.
