Transnational Mobilities and the Engineering of Qualifications: Issues and Limits of Skill-based Approaches

Consequently, these programmes have become an effective tool to implement the convergence policy of the different qualification systems in Europe, as the focus is put essentially on the referenced skills. This study questions the evolution of the engineering applied in designing the European programs for mobility, from the analysis of the underlying associated skills and their implementation strategy, as practiced by the different operators and certifying bodies.
