Transnational Mobilities and the Engineering of Qualifications: Issues and Limits of Skill-based Approaches

For the last 30 years, the European programmes for mobility have continuously been a real cornerstone in the building of the European vocational training policy. Furthermore, they have opened up new opportunities for thousands of students to acquire new abilities in terms of self-training and living-together, through experien- cing new horizons. Consequently, these programmes have become an effective tool to implement the convergence policy of the different qualification systems in Europe, as the focus is put essentially on the referenced skills. This study questions the evolution of the engineering applied in designing the European programs for mobility, from the analysis of the underlying associated skills and their implementation strategy, as practiced by the different operators and certifying bodies.
