2014 French consular elections: Remote voting for local émigré representatives

In 2014, French people living abroad elected their consular counselors for the first time, who act as their local representatives. Using an analysis of consular election results at constituency and electoral list level, this article aims to examine, for the first time, the forms and modalities of this election. We begin by focusing on the electoral supply and demand of an election that proves to be more political than it seems, and determine the structural variables of electoral participation. We then look more specifically at the differences between voting at the ballot box and internet voting. This article therefore enriches our knowledge of the political life of French people living abroad, but also of the influence of the internet in a de-territorialized local election and, more broadly, the characteristics of offshore voting.
