Le renversement du régime irakien en 2003 a conduit à l’ouverture de la participation politique et à un renouvellement massif du personnel parlementaire au Kurdistan irakien. Cet article s’intéresse à l’expérience parlementaire durant la seconde législature (2005-2009) pour étudier le processus de légitimation de l’institution dans une configuration parlementaire fluide caractérisée par une inflation des formes d’indiscipline. Il s’attache à comprendre comment ces nouveaux députés, n’ayant ni l’expérience parlementaire ni les mêmes propriétés sociales que leurs prédécesseurs, parviennent à mobiliser des ressources à l’intérieur et à l’extérieur de l’institution pour œuvrer au renforcement de l’arène parlementaire.

The overthrow of the Iraqi regime in 2003 led to the opening of political participation and a massive turnover of parliamentary staff in Iraqi Kurdistan. This article focuses on the parliamentary experience during the second legislature (2005-2009) to study the process of legitimizing the institution in a fluid parliamentary configuration characterized by an inflation of forms of indiscipline. It sets out to understand how these new deputies, having neither the parliamentary experience nor the same social properties as their predecessors, manage to mobilize resources inside and outside the institution to work to strengthen of the parliamentary arena.
