The Trauma of Privatization

Scope and fast implementation are typical of Argentina’s privatisation campaign of the ‘90s. These two characteristics are due to Carlos Menem’s Peronist government’s thirst for reputation. It was convinced that privatising was the sole means of obtaining support from foreign creditors —it led to restoring external debt service payment— and large domestic economic groups who could thus beneficiate from new activity areas devoid of entrepreneurial risks. This form of privatisation favoured economic concentration and, while making extraordinary profits, acquirers had a zero-risk guarantee. It also led to the distorsion of public regulation detrimental to customers of the privatised sectors and to considerable price rises. On the whole, privatisation was a traumatic experience for Argentinian society. When convertibility was abolished, this scenario was questioned, leading to confrontation between the government and the companies.
