The European Union has developed a specific approach to development aid by interconnecting its own integration process and its development aid policy, the latter of which has become universal as a result of successive enlargements. In its development aid programs, the European Union also tries to convey its own experience of regional integration and its political values. However, inefficient management and complex procedures have lessened the impact of EU development aid. The reforms launched in 2001 by EU institutions aim at improving management within the Commission and at rationalizing the entire development aid policy.
